Justice Anthony Kennedy says enforcing an ethics code for the Supreme Court is difficult because requiring the justices to discipline each other would create "a threat to our collegiality." "An intelligent, interested, well-informed press, an intelligent, interested, well-informed public can insist that violations of ethics be cured," he adds.
